Challenge Program (CPWF)- Theme 5: LEADER POSITION ANNOUNCEMENT

The work of Theme 5, like all other themes, will be very demanding in time allocation 2006-8 as we build up synthesis research, communities of practice and preparation for the Synthesis Conference. As part of this, IFPRI and CPWF management have agreed that a fulltime Theme 5 coordinator is needed. Unfortunately  Dr. Claudia Ringler doesn"t have enough time available to lead this work, but she will continue to provide advice and support, especially during the transition period to the appointment of a new person, and in the Vientiane meetings in February.


Please circulate the attached position announcement to anyone who might be suitable, appropriate list servers, webpages etc. Note the preferred application deadline of 31 January. Job Summary:


The International Food Policy Research Institute (IFPRI) together with the Challenge Program on Water and Food (CPWF) seeks a qualified candidate to serve as a Research Fellow for a two-year, fixed-term, renewable appointment within the Environment and Production Technology Division (EPTD). This position is based at IFPRI headquarters in Washington D.C, but will involve travel to countries where the CPWF conducts its research.


The CGIAR Challenge Program on Water and Food (CPWF) is the world"s largest joint water and food research program. The International Food Policy Research Institute leads Theme 5 on the “Global and National Food and Water System” of the CPWF. The candidate will take on the lead of Theme 5, with its four key research areas of 1) Globalization, trade and macroeconomic and sectoral policies; 2) Agricultural and urban water supplies - incentives, investment and financing; 3) Transboundary water policies and institutions; and 4) Adapting to changes in the global water cycle. Essential Duties: Specific duties include but are not limited to:



  1. Guide and conduct original research on global and national water and food policy.

  2. Regular synthesis and publication of generated knowledge and findings of CPWF and related research.

  3. Review of gaps in priority areas of the Theme 5 research portfolio and filling those via the competitive grant and tendering system, or through selective commissioning of small projects, as funds become available.

  4. Contribute, together with other theme leaders, towards the building of cross-theme linkages.

  5. Provide input and advice to funded project leaders on how best to highlight the policy implications derived from the analyses and research conclusions generated by basin focal projects.

  6. "Build communities of practice" in the area of policy research on agricultural water, with a focus on the four key research areas of Theme 5, through outreach, synthesis research, and guidance of Theme 5 and related CPWF projects.

  7. Develop a long-term vision for Theme 5 within the CPWF, including regular reviews of the portfolio of research activities, and contribution to CPWF funding strategies

  8. Position the CPWF in relation to global change networks, focusing on the role and importance of water for food production in global change research.


Required Qualifications:



  • Ph.D. in Economics or Agricultural Economics or other relevant fields.

  • Minimum of three years of work experience since the completion of the Ph.D.

  • Research experience in policy analysis on water for food, with a focus at the basin, regional, and global level, related to the four key research areas of Theme 5

  • Outstanding ability to perform thoughtful, critical analyses of own as well as existing research.

  • Demonstrated ability to guide and produce quality research.

  • Ability to work with researchers from other sciences and backgrounds

  • Ability to build strong collaborative partnerships.

  • Fluency and demonstrated excellence in written and spoken English.


Preferred Qualifications:



  • Familiarity with global climate change research

  • Knowledge of modeling of basin-level and global food and water systems

  • Field and work experience in developing countries

  • Fluency in another language and international work experience.

Job description


Background


Access to water and adequate sanitation is quickly becoming a global priority where it concerns the development of Southern countries. Under the leadership of the United Nations, and guided by the Millennium Development Goals, many governments, NGOs, development organizations and private institutions have become involved in projects in this area. Rainwater harvesting is an age old method to collect and store water and many different techniques are known. Renowned organizations are involved in researching and promoting rainwater harvesting techniques, but there is only a very limited number of organizations focusing on large scale, fast and efficient implementation of rainwater harvesting capacity.


RAIN is designed to do just this. It is an international network, with a central management unit in the Netherlands and a growing number of partner organizations in Southern countries (“Capacity Centers”). The overall mission is to (1) increase access to water for vulnerable sections of society in developing countries - women and children in particular - by collecting and storing rainwater in water tanks and wells, and (2) to firmly establish rainwater harvesting on the palette of water supply options in developing countries.


RAIN started in December 2003 with a focus on field implementation of small-scale rainwater harvesting projects (low-cost and relatively easy to implement by local communities), capacity building of local partner organizations and knowledge exchange. After concluding a successful pilot phase and receiving a 5-year 3.3 million euro grant from the Dutch Ministry of Foreign Affairs, RAIN is now ready to grow into a leading international network for rainwater harvesting implementation and knowledge management. There is potential to augment the current portfolio of activities and expertise by forming partnerships within the Dutch water community or international private sector and experimenting with additional technologies (e.g. purification) and complementary development issues (e.g. micro finance and health).

Scope and responsibilities


The RAIN Manager will be responsible for the accomplishment of RAIN"s mission and during the coming years this will require the following:



  • Expanding RAIN"s activities in general, including the sustainable implementation of field projects in (West) Africa and Asia ;

  • Growing the number of partners in Southern countries, i.e. broadening the geographical scope;

  • Developing new strategic alliances or partnerships in the Dutch water sector and international private sector;

  • Developing a dedicated global knowledge management network;

  • Building a reputation as a reputable, reliable and successful organization;

  • Raising funds in order to allow RAIN to grow and continue its activities;

  • Continuing the solid administration of RAIN.


The responsibilities and tasks of the RAIN Manager will focus on:



  • Supervising the RAIN team in the Netherlands ;

  • Collecting, processing and distributing rainwater harvesting knowledge;

  • Raising funds and communicating with the stakeholder community at large;

  • Identifying and establishing strategic alliances and partnerships;

  • Identifying and selecting projects and partners in Southern countries;

  • Monitoring and evaluating progress of projects and partners" activities;

  • Preparing annual budgets and work plans, and reporting to the board through operational and financial reports.


Qualifications


We are looking for an exceptional individual who wants to make it a personal challenge to build RAIN into an internationally respected implementation and knowledge network. The following experience and capabilities are important:



  • Approximately 35 years old;

  • Driving, results oriented and entrepreneurial;

  • Proven experience with organizational development;

  • Proven experience with management of large international programs and/or projects;

  • Strong track record in fundraising or “business development”;

  • Affinity with or experience in the private sector;

  • Vision and commitment to local capacity building in developing countries in Africa and Asia ;

  • Understanding of and affinity with sustainable development;

  • Cultural sensitivity and the ability to work successfully under local circumstances;

  • Strong communication and networking skills;

  • Fluency in Dutch, English and French, both orally and in writing.


A relevant (e.g. development or water-related) degree and hands-on work experience in developing countries will work to your advantage.

The Board of Governors of International Centre for Integrated Mountain Development (ICIMOD) is seeking highly qualified candidates for the position of Director General in 2007 following the completion of the current Director General"s second term.


ICIMOD is the leading international institute for sustainable mountain development and expertise on the Himalayan Region. ICIMOD was established in 1983 and has its headquarters in Kathmandu, Nepal. It is an internationally funded, not-for-profit organization.


The Director General reports directly to the Board and leads a strong interdisciplinary and multinational staff. The position requires a highly experienced professional who has:



  • an established reputation and experience in senior management including managing scientific research and development programmes;

  • a broad understanding of the biological, environmental and social sciences underlying sustainable mountain development;

  • a PhD in a relevant discipline or equivalent experience;

The successful candidate will have excellent communication skills in written and spoken English and will be able to communicate his/her vision to a wide range of stakeholders. The anticipated date of joining is January 2007.
