Title: Associate Expert (AE) for Geographic Information Systems and
Natural Resources (AE-GIS/NR)

Activity name: Associate Expert
Programme
Duration: 18 months


Background:


In technical cooperation with the Netherlands Minister for Development
Cooperation, ICIMOD intends to recruit young professionals from the Netherlands
and the developing countries as Associate Expert (AE) under the Associate Expert
Programme. The Programme aims to contribute to the overall goals, objectives and
implementation of the activities of the Centre by providing young professionals
from the Netherlands and developing countries the opportunity to gain experience
in the field of international cooperation by the means of a structured learning
experience. The AE shall contribute to the overall goals of the programme in the
area of sustainable development of the Hindu Kush-Himalaya region (HKH).


The AE-GIS/NR shall work under the supervision of the Division Heads,
Mountain Natural Resource Management (MNR) and Information Knowledge
Management/Mountain Environment and Natural Resources Information Systems
(IKM/MENRIS).

Function/Task description:



  • Assists in the enhancement of major natural resource management projects at
    ICIMOD; provides GIS expertise in collection, assessment and management data in
    relation to natural resource management projects;



  • assists in documentation and maintenance of a natural resource management
    database/meta-database;



  • promotes and/or initiates the use of Geographical Information System/Remote
    Sensing Global Positioning System (GIS/RS/GPS) in natural resource management;



  • undertakes case studies on natural resource management and/orapplications of
    natural resource management



  • approaches/techniques; assist in the development of natural resource
    management case studies/applications;



  • undertakes field activities associated with the applications of Geographical
    Information System/Remote Sensing (GIS/RS);



  • assist in designing, planning, managing and facilitating of training and
    education activities of ICIMOD-MENRIS for
    strengthening capacities of the
    ICIMOD"s partner institutions;



  • establish and encourage data exchange mechanisms among the ICIMOD"s partner
    institutions in member countries of the region; and



  • prepares and presents periodic working papers based on experiential learning
    as a way of contributing towards
    advancement of ICIMOD"s natural resource
    management information system.


Qualifications and experience:



  • Master"s degree in Natural Resource Management, Geography or GIS; experience
    in GIS modelling & RS applications for natural resource management models of
    bio-mass estimation;



  • preferably worked in the HKH region and familiar with the geophysical
    conditions prevailing in the region;



  • physically fit to undertake frequent travel to remote and difficult
    mountainous regions; nationals of Netherlands or approved developing countries,
    except country of duty station; and



  • under 32 years of age


Desired expertise, skill and competence:


GIS/RS data management with exposure to software such as ARC/INFO, ARCView
and Image processing;
integration of GIS, RS, GPS & field data; and
spatial modelling techniques & knowledge of the HKH.


Language:



  • demonstrated ability to communicate professionally in English: knowledge of
    any of the HKH regional language desirable.


Learning elements: On completion of the assignment, the APO will have
developed capabilities for:



  • adequate understanding of the mountain environment and development issues
    through proactive/progressive exposure;



  • deeper understanding of the realities and difficulties experienced by the
    poor people of the HKH region;



  • practical skills in participatory approaches in the context of MNR
    information management; analytical internalisation of the ICIMOD"s management
    system operations;



  • professional expertise in applications of GIS/RS/GPS to natural resource
    management; proficiency in spatial modelling techniques;



  • proficiency in monitoring and management of GIS databases and integration
    with RS/GIS including socio-economic data;



  • professional skills in designing, managing & facilitating hands-on
    training on mountain natural resource management information system;



  • professional skills in documentation and case writing;



  • professional skills in writing professional and technical documents and
    seminar presentation; arts and skills to work as a member of multidisciplinary
    teams;



  • coordination and collaborative arts and skills;



  • self-organisation of professional activities;



  • sensitivity to local cultures of the member countries; and
    sociability


Duty station:


Kathmandu, the capital city of Nepal, where ICIMOD is Headquartered. Travel
to regional member countries and
frequent field visits to remote and
difficult mountainous regions may be required.


Terms and conditions: ICIMOD offers a modified UN salary and benefits
package.

Title: Photogrammetry/GIS Data Analyst
Programme: IKM -
MENRIS
Level: GS 6


Tasks:



  • Under the overall guidance of the Division Head, Mountain Environment and
    Natural Resources Information Systems (MENRIS) and other staff at ICIMOD the
    Photogrammetry/ GIS Data Analyst will:



  • Assist in design and development of GIS databases for MENRIS and other
    integrated programmes at ICIMOD.



  • Assist and provide technical inputs in geo-referencing of satellite imageries
    for different applications.



  • Assist in digital photogrammetry related works at ICIMOD and help to develop
    digital orthophoto as required by different applications.



  • Assist in defining common standards to support Integrated data management.



  • Assist in implementing an integrated system and tools to support storing,
    retrieving, searching and archiving of data of different programmes.



  • Maintain and update digital databases and metadatabase at ICIMOD.



  • Assist in capacity building and networking activities of MENRIS and support
    training activities of MENRIS.



  • Provide technical support to ICIMOD and its partners and carryout other
    activities in his/her field of competence at the request of the Head of MENRIS.



  • Work as a team player within ICIMOD to support other activities and promote
    institutional goals.


Qualifications:


Bachelor"s degree in Engineering or related discipline with GIS/Digital
Photogrammetry focus.


2-4 years experience in GIS data conversion and digital photogrammetry.


Experience in designing, modeling, developing and supporting GIS
database.


Good GIS analytical skills and image processing knowledge preferred.


Team-oriented interpersonal skills with good communication skills.


Ability to work in a multi-cultural organization.


Duration: One year, of which the first three months is
probational. Starting date is 1 July 2004, or as early as
possible.


Remuneration: Salaries and benefits are based on a modified
UN system at level equivalent to GS-6, Step 1, or commensurate with experience
and qualifications.
