Prioritizing investment in Climate-Smart Agriculture (CSA) - Integration of economic analysis into a prioritization framework for agricultural practices.

Climate change presents important challenges for the agricultural sector globally and across different scales going from regional to national and local.  These changes project the greater uncertainty regarding the climate behavior, greater frequency of extreme events, and in general an increase in the difficulty in planning agricultural, forestry, livestock, aquaculture, and fishery activities. 

Accelerating the adoption of Climate-Smart Agriculture techniques in the face of increasing climate change impacts requires tools for stakeholders to specifically integrate CSA into policy and planning. These tools must characterize CSA practices, prioritize locally appropriate actions, assess costs and benefits to identify investment opportunities, and link national and local planning mechanisms.  The tools encompass the following: a compendium (comprehensive database which aims to inform users about CSA practices) and the prioritization tool (a platform responsible for integrating, analyzing and interpreting data from the compendium).

The CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) and the World Bank have partnered to take on the challenge of creating a cutting edge CSA prioritization framework, that addresses the synergies and tradeoffs between achieving the three pillars of CSA (food security, mitigation, and adaptation). The tool is designed for use by international funding institutions and national governments in any region, and can be modified for use by sub-national and regional planners. Community-based adaptation planning approaches that are relevant for use by local stakeholders can also link with this approach as necessary.

General Objective 
  • Identify and integrate options for economic analysis, especially cost-benefit analyses, into the prioritization tool. 
  • Develop component of prioritization tool to link assessments of tradeoffs between productivity, adaptation, and mitigation components of CSA practices with economic analysis to create landscape level investment portfolios. 
  • Maintain and update CSA prioritization tool based on the conceptual framework provided and subsequent lessons learned from pilot studies.
Specific Objectives
  • Evaluate and enhance the current Cost Benefit Analysis (CBA) methodology incorporated in the prioritization tool. 
  • Test the theoretical framework and methodologies proposed with initial data associated with pilots sites.
  • Conduct the cost-benefit analysis, in collaboration with regional partners, for selected CSA options for the pilot sites.
  • Document the results of the economic valuation of the CSA practices in pilot studies.
  • Engage in continuous development and improvement of the CSA prioritization tool based on lessons learned from data testing results and feedback from pilot studies. 
  • Work closely with a web developer to translate the Excel based prioritization tool process into a web based open access tool that integrates with the CSA compendium. 
Deliverables

Final report of the cost-benefit analysis for the selected CSA options for the Guatemala pilot site. 

Professional Profile 
  • Degree (Bachelors +3 years experience or Masters) in agriculture economics, development economics, finance, business, or related field 
  • Experience in financial valuation of agricultural projects and/or climate change adaptation or mitigation projects
  • Parametrization and valuation of externalities in agriculture
  • Advanced knowledge and experience in Excel Macros and statistical analysis programs
  • Experience in collecting, organizing, and managing data
  • Excellent English and Spanish reading, writing, and speaking skills
Location

CIAT, Cali, Colombia. With potential travel to Ciudad de Guatemala - Guatemala, to collaborative meetings with project team.
